The salary range represents the earning potential for this position, through training, evaluations and years spent working in this position with CCS.

About Us 

Spokane Community College (SCC) is a beautiful campus located in the inland Pacific Northwest, on the ancestral home of the Spokane Tribe, near the Spokane River. Our campus is not far from the urban center of Spokane, a mid-sized city with a high quality of life and quick access to the outdoors.

This region includes all of Spokane, Stevens, Whitman, Ferry, and Pend Oreille Counties as well as portions of Lincoln County.

About the Re-Entry Navigator

JOB SUMMARY

Reporting to the WorkForce Transitions Manager, the Re-Entry Navigator plans and manages the support and transition to pre-college and college programs, to increase the colleges' capacity to serve current and former incarcerated students, as well as the development of college and community collaborations that support program goals.

The Re-Entry Navigator will collaborate with DOC officials, Spokane Community College (SCC) staff, counselors, and instructors to assist formerly incarcerated students with placement testing, course enrollment, navigating support services, connecting to resources, finding employment, and develop a peer mentoring program to aid their transition back into the community.

Applicants with experience with incarceration or knowledge of the prison system are encouraged to apply. Appointment of the successful candidate to this position may be made contingent upon a satisfactory outcome of a criminal conviction history check.

DUTIES AND RESPONSIBILITIES

Overview:

Community-Based Education Navigation: Provide student services to recruit, enroll, and retain justice-impacted students into postsecondary, vocational, pre-college, and/or apprenticeship programs in regional services areas, including two- and four-year colleges, that must include the following core services:

  • Perform regular outreach with regional and local community correction offices, community corrections officers, reentry centers, and community reentry staff to increase access to educational opportunities available to justice-impacted individuals, including bi-monthly office hours at reentry centers. *
  • Monitor and respond to referrals from facility education navigators, community corrections officers, reentry centers, and community reentry staff, in a timely manner, to facilitate a seamless transition for justice-impacted individuals. *
  • Engage in outreach with incarcerated students utilizing kiosks and coordinating with facility education navigators to support education reentry plans and support navigation of two- and four-year colleges, and apprenticeships. *
  • Provide comprehensive assistance to justice-impacted individuals including support with enrollment, financial aid, career planning, referrals to apprenticeship programs, and other support services within higher education systems, including two- and four-year colleges. *
  • Connect and co-enroll participants in other support services available at SCC including, when eligible, Basic Food Employment and Training, WorkFirst, Worker Retraining, and services provided under the Workforce Innovation and Opportunity Act. *
  • Collaborate with the Department reentry staff to support justice-impacted individuals in housing and additional reentry supports. *
  • Utilize the Department-provided Monthly Education Assistance data report to identify individuals close to release or in partial confinement and engage in outreach and provide education resources as needed. *
  • Track engagement, enrollment, progression, and completion outcomes for all program participants and report monthly. *
  • Document case notes of navigation services provided to individuals under DOC supervision, including in-person and virtual encounters in OMNI, including Chronos and Scorecard regularly. *
  • Participate in Board Navigator meetings, the Department Reentry Navigators meetings, and other trainings/meetings as assigned to facilitate sharing information, resources, and best practices to enhance the effectiveness of the navigator program. *
  • Work with Justice Involved staff to create initiatives that support incarcerated students, aligning with college goals. Collect and use program evaluation data for continuous improvement. *
  • Oversee the transition of justice-involved students at SCC and offsite locations in Spokane County. Collaborate with students, faculty, and staff for successful transitions. *
  • Act as the main contact for reentry students, assisting with enrollment, registration, financial aid, career services, and other support services at SCC. *
  • Attend trainings and conferences to stay updated on re-entry student requirements and participate in quarterly statewide Education Navigator meetings. *
  • Exhibit professional behavior and mutual respect in all interactions. *
  • Adhere to district policies, state and federal regulations, and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Social Services, Education, Career Counseling or related field from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Experience in career counseling, educational assessment, support services, or job placement environments. This includes guiding individuals in their career paths, assessing educational needs, and providing necessary support services to enhance their career prospects.
  • Demonstrate excellence in providing customer or student-centered service. This involves outstanding interpersonal skills, strong organizational abilities, and great attention to detail to ensure a positive and supportive experience for all clients or students.
  • Exceptional interpersonal, oral, and written communication skills. This includes the ability to convey information clearly and effectively in both written and verbal forms, and to interact positively with a diverse range of individuals.
  • Intermediate to advanced skills with Microsoft Office products.
  • Knowledge of student retention, placement, and other higher education practices.
  • Ability to work independently with minimal supervision and collaboratively as part of a team.
  • Proficiency in composing and editing correspondence.
  • Capability to initiate and complete projects efficiently.
  • Commitment to maintaining confidentiality.
  • Ability to address and resolve issues as they arise unexpectedly.
  • Work cooperatively with multiple stakeholders, including DOC college personnel, industry partners, students, and hospital and clinic personnel.
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • A demonstrable understanding and acceptance of the mission, values, goals, objectives and strategic plan of CCS.
  • The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, and community and technical college system.
  • Demonstrated commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.

DESIRED QUALIFICATIONS

  • Master’s degree or higher from an accredited institution.
  • Demonstrated experience working with the criminal justice systems or incarcerated populations.
  • Experience developing educational and employment pathways or resources for hard-to-place clients.
  • Knowledge of community resource services.

PHYSICAL REQUIREMENTS

  • Work is performed in a normal, temperature-controlled office environment.
  • Work is sedentary in nature.
  • Frequent use of computer and exposure to terminal screens.
  • Visual focus and strain.
  • Work directly with students/clients.
  • Frequent repetitive hand/wrist motions and finger manipulation.
  • Frequent oral and auditory communication with others.

CONDITIONS OF EMPLOYMENT

  • Contract 12-month position.
  • This position is overtime eligible.
  • Requires local or regional travel. If using a personal vehicle, proof of driver's license and car insurance is required.
  • Criminal background check is required.
  • Attend and successfully complete the Department of Corrections training (CORE).

Benefits Information

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan or WA State Retirement Plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of 8 hours per month, effective upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.)
