SFCC is one of two accredited community colleges that comprise the Spokane Colleges. SFCC serves approximately 6000 students from across greater Spokane and five rural counties in our service area, including students from the Spokane Tribe, other Eastern Washington tribes, and from Fairchild Air Force Base. About two-thirds of our students enroll in one of our transfer degrees, and approximately one-third enroll in one of our professional-technical programs.

About the Dean of Visual, Performing, and Applied Arts Spokane Falls Community College

JOB SUMMARY

The Dean of Instruction for Visual, Performing, and Applied Arts is responsible for the operation and management of all programs, personnel, and activities assigned to the division including but not limited to the departments of: applied visual arts, fine arts, and music, consistent with Washington State Law, Washington Administrative Code, policies of the Board of Trustees, and procedures established by Spokane Colleges and Spokane Falls Community College (SFCC).

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Manage the operations of the division including but not limited to instructional oversight, personnel management, budget development and implementation, divisional and college strategic planning and educational assessment and general institutional effectiveness. *
  • Act as an advisor to the Vice President of Learning concerning items affecting the division, the college and the district. *
  • Adhere to national, state, and local educational regulations and guidelines. *
  • Provide and encourage staff development for assigned instructors and classified staff. *
  • Provide periodic and timely communication to the division faculty and staff updating them on important and appropriate information. *
  • Represent SFCC in the involvement and communication with the community, business, and industry, and professional groups as they relate to the division's programs. Represent SFCC at assigned community and state activities and serve on assigned SFCC/Spokane Colleges committees. *
  • Supervise (train, schedule, evaluate, discipline and respond to grievances) full/part-time classified staff, professional exempt employees as well as full/part-time faculty. Adhere to the faculty Master Contract, classified bargaining agreement/rules, and all district rules and regulations ensuring efficient operations and student success at SFCC. Handle questions and disputes regarding contracts and instructor workloads. *
  • Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively. *
  • Direct and encourage the development of instructional courses and programs in the division and support their approval through college and state procedures. Coordinate educational assessment and advisory committees for the division. Review and participate in changes and recommendations in courses and programs in the division and assist faculty in presenting changes to the Curriculum and Graduation Requirements Committee. *
  • Develop and present proposed operating budgets for the division for the instructional year to the Vice President of Learning. Implement approved budgets and approve all expenditures within the division. *
  • Work to resolve faculty and student complaints initiated within the division. *
  • Approve and oversee contracts for all adjunct personnel within the division. *
  • Maintain and update all division records. Prepare and develop the necessary reports for SFCC, Spokane Colleges, State, and accreditation studies. *
  • Coordinate classes and programs between other divisions and Spokane Colleges units. *
  • Recommend capital improvements to the Vice President of Learning and/or SFCC President. *
  • Serve as an active and participating member on the division Tenure Review Committees. *
  • Represent SFCC and the division in the coordination and articulation of courses and programs with both post-secondary and secondary schools. *
  • Recommend the use of assigned facilities by SFCC and outside agencies. *
  • Coordinate strategic planning for the division. *
  • Model professional decorum and mutual respect in all personal interactions.
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements.
  • Support and advance Spokane Colleges’ strategic plan, and perform other duties as assigned.
  • May seek and apply for additional funding/grants as requested.

MINIMUM QUALIFICATIONS

  • Master's degree from an accredited institution.
  • Teaching experience.
  • Demonstrated ability to work well with staff, faculty and instructional administrators.
  • Ability to manage division instructional offerings both efficiently and within assigned physical resources.
  • Ability to develop and promote new and responsive divisional instructional programs for students and constituent groups.
  • Ability to use computerized information/software relevant to the position.
  • Experience in and passion for student completion.

DESIRED QUALIFICATIONS

The following competencies are not necessary for application, but having one or more of these could increase a candidate’s success.

  • Master's degree from an accredited institution in one of the supervised instructional areas.
  • Doctoral degree from an accredited institution.
  • Prior leadership or management experience, including fiscal management.
  • Three years of successful teaching experience in a community college or college/university.
  • Experience in one or more of the following areas:
    • Supporting faculty and staff with academic advising responsibilities.
    • Supporting faculty and staff in the development of innovative teaching methods.

PHYSICAL REQUIREMENTS

  • Work is performed in an office environment.
  • Work is sedentary.
  • Frequent use of computers and exposure to terminal screens.
  • Visual focus and strain.
  • Work directly with students/clients.
  • Work involves constant interruptions and must answer on demand questions by phone, in person, or electronically.
  • Frequent repetitive hand/wrist motions and finger manipulation.

CONDITIONS OF EMPLOYMENT

  • Contract 12-month position.
  • Position is exempt from Fair Labor Standards Act (FLSA).
  • Requires local or regional travel.
  • Criminal background check is required.

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the district to sponsor an H1-B visa. In addition, the Spokane Colleges maintain a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.

Benefits Information

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan or WA State Retirement Plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of 8 hours per month, effective upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.)
