Salary Range: $4,517  - $6,075

Starting salary for this position is: $4,517 (Monthly)

Employees hired at the entry step of this range receive salary step advancement after six months and every 12 months thereafter. An employee hired at anything higher than the entry step of the range will have salary step advancement after 12 months and every 12 months thereafter until they reach the top of the salary range. Each salary step advancement will be approximately a 5% increase.

Spokane Colleges is comprised of two accredited colleges, Spokane Community College (SCC) and Spokane Falls Community College (SFCC) serving Spokane, Stevens, Whitman, Ferry, and Pend Oreille Counties, as well as portions of Lincoln County.

Both colleges are accredited by the Northwest Commission on Colleges and Universities and governed by the Washington State Board of Community and Technical Colleges.

About the Global Education Retention & Study Abroad Program Manager (Program Manager A)

JOB SUMMARY

Under the general direction of the Assistant Dean of Global Education, the Retention and Study Abroad Program Manager oversees and supports Spokane Colleges’ study abroad programming efforts and the retention of global students.

This position manages incoming and current international students and coordinates pre and post-arrival immigration orientation, first quarter enrollment assistance, housing guidance, co-curricular engagement and activities, SEVIS registration, compliance, optional practical training (OPT) authorization and other retention/immigration-related services. This position also works closely with the VPs of Instruction/Learning, faculty, and student services departments in study abroad program development, course credit, course creation, risk management, and program development.

DUTIES AND RESPONSIBILITIES

RETENTION, INTERNATIONAL STUDENT SUCCESS, AND IMMIGRATION

  • Develop and implement strategies to promote international student retention, persistence, academic success, engagement, and degree completion. *
  • Serve as a Designated School Official (DSO) and primary point of contact for international students, providing F-1 immigration advising, SEVIS support, and guidance on enrollment, programs of study, and federal regulations. *
  • Monitor enrollment, academic progress, and student engagement to identify retention and immigration risks and provide timely outreach, intervention, referrals, and follow-up. *
  • Assess and address academic, personal, financial, cultural, housing, and other barriers that affect student success, retention, and persistence through student conversations, surveys, and other feedback methods; use findings to develop support strategies in collaboration with faculty, counselors, advisors, and college and community resources. *
  • Provide targeted support to students experiencing academic or behavioral concerns, probation, or other challenges, including coaching, success planning, resource navigation, and follow-up. *
  • Support international students through key academic, enrollment, and immigration transitions, including pre-arrival, orientation, first-quarter enrollment, program changes, academic recovery, transfers, employment authorization, completion, and graduation. *
  • Develop partnerships with local landlords, housing providers, and community organizations to expand safe and affordable housing options for international students; maintain housing resources and assist students in navigating the local rental process. *
  • Coordinate on-campus employment opportunities for international students, collaborating between Global Education, Career Center, Student Employment, and campus departments on Global Work Awards and other eligible positions; assist students with employment requirements and the Social Security Number (SSN) process. *
  • Manage orientations, workshops, activities, and co-curricular programs that strengthen international student engagement, connection, belonging, and retention, including supervision of Global Education Mentor (GEM) work-study students. *
  • Lead outreach and communication with educational agents, prospective, newly admitted, and current international students through email, phone, digital platforms, events, and other channels to support enrollment, transition, engagement, and access to resources. *
  • Use ctcLink, CRM, and other student information systems to document student support, monitor retention and success data, identify trends and barriers, and inform retention strategies, while maintaining accurate student and immigration records and ensuring FERPA and SEVIS compliance. *

STUDY ABROAD

  • With the Assistant Dean of Global Education, oversee faculty-led study abroad program development and implementation, including proposal review and approval, course design, budgeting, risk management, student preparation, and program evaluation. Advise faculty directors and collaborate with academic leadership to ensure programs meet institutional standards. *
  • Manage the administrative, promotion, recruitment, and student admission processes for Spokane Colleges study abroad programs, supporting students from initial inquiry through program completion and re-entry. *
  • Serve as the Washington State Community College Consortium for Study Abroad (WCCCSA) Coordinator for Spokane Colleges through 2027, representing the colleges in a statewide network of 20+ community colleges; coordinate program administration, compliance, international partners, and student and faculty support. *
  • Collaborate with VPs of Instruction, deans, and faculty to establish study abroad course equivalencies, course mapping, course creation, and grade implementation. *
  • Serve as the Gilman and Gilman-McCain Scholarship Advisor through the Institute for International Education (IIE), advising eligible students on competitive study abroad scholarship opportunities and application processes. *
  • Coordinate with Title IX, Student Conduct, and other appropriate college offices on study abroad matters, supporting faculty and administrators in addressing student concerns and ensuring programs align with institutional policies, safety requirements, and applicable regulations. *

GLOBAL EDUCATION GENERAL

  • Maintain and update Global Education web, social media, Canvas, and other communication platforms to provide accurate and timely information to international students and study abroad participants. *
  • Collaborate with the Global Education team on operational planning, program development, and process improvements that strengthen student services and departmental effectiveness. *
  • Utilize the colleges’ student information and CRM systems to support student communication, outreach, retention, engagement, and study abroad administration. *
  • Comply with district policies, procedures, and directives and applicable state and federal laws, regulations, and institutional requirements; support and advance Spokane College’s strategic plan. *
  • Other related duties as assigned.

MINIMUM QUALIFICATIONS

  • Associate degree from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Two years or more of higher education retention experience, study abroad experience, or experience in an international student services environment.
  • Knowledge and understanding of immigration rules and regulations.
  • Ability to travel domestically and internationally for conferences and WCCCSA.
  • Exceptional written and oral communication skills.
  • Exceptional customer service skills driven by a passion to help international students succeed.
  • Ability to work occasional evenings.
  • Demonstrated computer skills and competency with MS Office suite including MS Excel, MS Word, MS PowerPoint, and MS Publisher.
  • Ability to effectively organize multiple work assignments, involving competing priorities, to produce work products that are accurate, of high quality and meet deadlines.

DESIRED QUALIFICATIONS

  • Bachelor’s degree or higher from an accredited institution.
  • Experience as a DSO.
  • Experience working in an international student services position.
  • Experience with CRMs and Student Management Systems (PeopleSoft).

PHYSICAL REQUIREMENTS

  • Work is performed in a normal, temperature-controlled office environment.
  • Work is sedentary in nature.
  • Frequent use of computer and exposure to terminal screens.
  • Visual focus and strain.
  • Work directly with students/clients.
  • Work involves constant interruptions and requirement to answer on demand questions by phone, in person, or electronically.
  • Move up to 25 lbs. occasionally. Team lifts are encouraged and to be used at the employee’s discretion.
  • Frequent repetitive hand/wrist motions and finger manipulation.
  • Frequent oral and auditory communication with others.

CONDITIONS OF EMPLOYMENT

  • Full-time schedule (12 months, 40 hours a week).
  • 6-month probationary period.
  • This position is overtime eligible.
  • Requires local, regional, and international travel between campuses.
  • Criminal background check is required.
  • This position is covered under a collective bargaining agreement. Membership is optional.

Medical, dental, life and long term disability insurance benefits are provided as currently administered under Public Employees Benefits Board; WA State Retirement Plan; vacation and sick leave begin to accrue at the rate of 11.33 hours vacation and 8 hours sick leave per month, upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.) This position is designated a bargaining unit position and union membership is not a condition of employment. Leave accruals and usage are governed by the WFSE collective bargaining agreement.
