About the Manager of Student Programs
JOB SUMMARY
The Manager of Student Programs (Leadership Programs & Student Government) is responsible for oversight and supervision of activities, events, and programs associated with student funded programs at Spokane Falls Community College (SFCC) and the SFCC Pullman Campus. These include advising the Associated Student Government (ASG) and its activities, providing leadership to student clubs and organizations and their advisors, and supervising the Student Union Building recreation center and the student-run food pantry.
The Manager is charged with providing and modeling a philosophy of student-centered advising that is empowering, developmental, and creates a culture of learning opportunities and experiences designed to teach leadership skills, foster civic engagement, and support personal and professional growth among college students. The Manager reports to the Dean of Students.
The Manager is responsible for partnering with relevant college and district stakeholders, including Campus Security and the Dean of Students Office as needed, to appropriately anticipate, manage, and make reasonable and informed efforts to mitigate risk associated with student events. The Manager brings strong knowledge of the fundamentals and principles of risk management in student activities in a public higher education setting and provides leadership to the campus community in evaluating activities for risk and making recommendations for strategies that reduce risk.
The Manager provides leadership to student leaders in ASG and student clubs and organizations on all issues related to fiscal management, budgeting, and purchasing. The Manager also assists with emergency management issues for the Student Union Building and works with SFCC dining vendors in the Student Union on issues related to contracts and facilities.
Under the direction and guidance of the Dean of Students, the Manager may assist the Dean periodically with outreach, support, and/or case management for select student cases that have been referred to the Dean’s office for either student conduct matters or issues of concern. In this role, the Manager is expected to maintain discretion, and respect for matters related to privacy of student records and information.
DUTIES AND RESPONSIBILITIES
Student Clubs & Organizations
- Serve as the primary advisor and supervisor of record for the SFCC Associated Student Government (ASG). Provide student-centered leadership and work closely in an advisory capacity with the Student Activities Board and ASG Student Senate in helping the students to plan programs, events, and activities that follow SFCC rules and regulations. *
- Serve as the primary campus point of contact for student clubs and organizations, including working closely with the faculty advisors. Provide leadership to student organizations and advisors in areas related to purchasing, budgeting, event planning, and relevant policies and procedures. Maintain and regularly update an advisor handbook. *
- Apply principles of risk management to anticipate, manage, and make reasonable efforts to mitigate risk associated with student events, including assisting with the oversight, evaluation, and updating of travel forms, event waivers, and other related forms used by SFCC. Partner effectively with relevant college and district stakeholders, including Campus Security, as needed. *
- Advise and assist student leaders, student clubs and organizations, and club advisors in various aspects of event planning and event management. This includes reviewing contracts, managing budgeting and purchasing issues, advising about promotional activities, and advising about space and facilities reservations and use. *
- Assist students in planning trips. Occasionally travel with and serve as an advisor to students attending state and national leadership conferences and events. *
- Collaborate with relevant stakeholders, including ASG, student clubs and organizations, and club advisors, to prepare a quarterly activities calendar. *
- Collaborate with the student Food Pantry Director to ensure the effective management of the campus food pantry located in the Student Union Building. This includes ensuring proper planning and administrative tasks including budgeting, purchasing, inventory, and advertising. Responsible for completing required monthly reports. Serve as a primary liaison to Spokane community partners and agencies, such as Second Harvest, as needed. *
- Manage the operation of the SFCC Student Union Building Recreation Center. Coordinate with campus and district departments, as well as off-campus agencies, in matters related to equipment and/or use of the facility. *
Budget
- Manage the SFCC Student and Activities (S&A) Budgets and serve as the advisor for the Joint S&A Fee Budget Committee. *
- Assist the SFCC administrative representative in facilitating the Student Technology Fee Committee. *
- Provide leadership in the budget development process each year for ASG and student clubs and organizations.
Leadership
- Supervise (including recruiting, selecting, training, scheduling, evaluating, and disciplining) classified, hourly, and student employees. Ensure adherence to classified contracts, work-study, and district employment rules and regulations. *
- Represent SFCC at community, state, and national associations, including the Council of Unions & Student Programs (CUSP) and the National Association for Campus Activities (NACA); attend relevant on- and off-campus meetings and conferences as needed. Advise the Dean of Students of emerging and ongoing issues among student organizations, at college, state, and national levels. *
- Prepare and provide reports and data on student events and programs as requested. *
- Assist with implementation of educational prevention programs for students as directed. *
- Under the direction and guidance of the Dean of Students, assist periodically with outreach, support, and case management for students who have been referred to the Dean’s office for either student conduct matters or issues of concern. Maintain appropriate records, professionalism, and discretion related to the privacy of student records. *
- Serve as a member of the SFCC graduation team. Assist student leaders in carrying out their roles and responsibilities with the graduation program. *
- In collaboration with the Building Manager, serve as a point of contact for the Student Union Building (Building 17) on issues related to safety, emergency planning, and evacuation. *
- Work with SFCC dining vendors in the Student Union Building on issues related to contracts and facilities. *
- Serve on relevant college and district committees or task groups as directed.
- Model professional decorum and mutual respect in all personal interactions. *Comply with established procedures related to federal, state, and Spokane Colleges regulations and policies.
- Support and advance Spokane Colleges’ strategic plan and perform other duties as assigned by the Dean of Students.

REQUIRED QUALIFICATIONS
- Bachelor’s degree in student affairs, education, or a related field; or an equivalent mix of education and experience that demonstrates competency for this position.
- Knowledge of best practices for professional advising of student government, clubs, and/or student organizations in a higher education setting.
- Experience planning, organizing, and implementing student events and activities.
- Experience in planning, managing, and reconciling budgets.
- Excellent communication skills, both orally and in writing.

DESIRED QUALIFICATIONS
- Master’s degree in student affairs, education, or a related field; or an equivalent mix of education and experience that demonstrates competency for this position.
- Three or more years of professional (full-time) experience working with student government and/or student clubs and organizations in a higher education setting.
- Supervisory experience.
- Significant experience with risk management in a higher education setting.
- Demonstrated skill in supporting individuals navigating difficult situations.
- Demonstrated commitment to developmental education approaches in working with college student leaders. Previous experience equivalent to at least one academic year working in a community college.
CONDITIONS OF EMPLOYMENT
- Contract 12-month position.
- This position is overtime eligible.
- Requires local or regional travel. If using a personal vehicle, proof of driver's license and car insurance is required.

- May be required to work alternate shifts.

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan or WA State Retirement Plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of 8 hours per month, effective upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.)
