Salary Range: $3,728 - $4,987

Starting salary for this position is: $3,728 (Monthly)

Employees hired at the entry step of this range receive salary step advancement after six months and every 12 months thereafter. An employee hired at anything higher than the entry step of the range will have salary step advancement after 12 months and every 12 months thereafter until they reach the top of the salary range. Each salary step advancement will be approximately a 5% increase.

SCC is one of two accredited community colleges that comprise the Community Colleges of Spokane (CCS). We offer state-of-the-art career technical programs (approximately 50% of total enrollment) as well as liberal arts/transfer programs (about 25%) and basic education for adults (about 25%), In addition to serving the urban and suburban population in greater Spokane, CCS provides educational services to rural communities throughout a 12,302 square mile region in Eastern Washington. This region includes all of Spokane, Stevens, Whitman, Ferry, and Pend Oreille Counties as well as portions of Lincoln County.

About the SCC Fiscal Specialist 2

Under general direction of the Director of Budgets, this position is responsible for providing a variety of complex and varied fiscal support and consultation to department managers to facilitate the implementation of educational programs.

Fiscal support functions include: analyze grants, contracts, budget reports, and other resources to ensure proper utilization of funds; review, approve and allocate monies spent to proper budget and category; establish and maintain comprehensive fiscal recordkeeping systems and generate reports; and act as a liaison between Spokane Community College (SCC), auditors, and other Community Colleges of Spokane (CCS) administrative departments.

Duties & Responsibilities

  • Provide fiscal support and consultation to the Director of Budgets and SCC Deans and Directors to ensure that allocated funding is used efficiently and appropriately. Evaluate educational programs, including grants/contracts, through the comparison of actual performance with budgeted or planned objectives. Research and determine causative factors in expenditure trends. Formulate and recommend corrective action. *
  • Interpret CCS, Washington State Office of Financial Management (OFM) and federal fiscal policies related to grants, contracts, general fund allocations, and other allocated monies. Ensure OFM and CCS rules and regulations are followed. Interpret fiscal regulations and provide advice and assistance to managers. *
  • Maintain manual and electronic fiscal records and resolve problems; review, approve and allocate monies spent to proper budget and category. Ensure compliance with contract requirements, departmental, and institutional rules and regulations. *
  • Audit and reconcile grant and contract accounts regularly and on an as-needed basis. Act as the main liaison between district Business Office staff and SCC staff, primarily Deans of Extended Learning and Adult Education, charged with budgetary planning and spending. Generate reports as required. *
  • Work with grant-writing teams from across the district on fiscal aspects of grant applications. Work directly with grant-writing teams, SCC Deans, Directors, and Managers, and state agencies to submit grant applications and monitor grant progress. *
  • Forecast fiscal needs/commitments; develop long-term planning documents; participate in the planning of new programs by providing data for revenue projections and analysis of unit needs. *

  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *

Minimum Qualifications

  • Knowledge of financial management practices.
  • Ability to analyze financial data and make recommendations.
  • Ability to establish and maintain effective working relationships with faculty and staff.
  • Ability to communicate effectively with individuals both orally and in writing.
  • Ability to use computer software in an office environment with an emphasis on using automated spreadsheets and other tools for financial analysis and reporting.
  • Ability to work independently, good time management and prioritization skills.

Desired Qualifications

  • Bachelor's degree in Business Administration or a closely related field from an accredited institution.
  • Two years experience in providing financial management advice or related services.
  • Grant and contract experience in a state or municipal agency environment.
  • Experience with ctcLink or Peoplesoft financial software.

Physical Requirements

  • Work is performed in a semi-open office environment with frequent interruptions and background noise.
  • Work is sedentary.

Conditions of Employment

  • Full-time schedule (12 months, 40 hours a week).
  • This position is overtime eligible.
  • 6-month probationary period.
  • Criminal background check is required.
  • This position is covered under a collective bargaining agreement. Membership is optional.

Medical, dental, life and long term disability insurance benefits are provided as currently administered under Public Employees Benefits Board; WA State Retirement Plan; vacation and sick leave begin to accrue at the rate of one (1) day per month, upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.) This position is designated a bargaining unit position and union membership is not a condition of employment. Leave accruals and usage are governed by the WFSE collective bargaining agreement.
