Salary Range 43 (steps A - M) : $3,728 - $4,987

Starting salary for this position is: $3,728 (Monthly)

Employees hired at the entry step of this range (step A) will receive a two (2) step increase after six months and then every 12 months until they reach step L of the salary range. Employees hired at any step above step A will receive a two (2) step increase after 12 months and then every 12 months until they reach step L of the salary range. All employees will receive a longevity increase to step M six years after reaching step L in their permanent salary range.  Each salary step is approximately a 2.5% increase.

About Us 

We are a community college district comprised of two accredited colleges, Spokane Community College (SCC) and Spokane Falls Community College (SFCC). In addition to serving a large urban and suburban population in greater Spokane, the district provides educational services to rural communities throughout a 12,302 square-mile region in Eastern Washington. This region includes all of Spokane, Stevens, Whitman, Ferry, and Pend Oreille Counties, as well as portions of Lincoln County.

Both colleges of CCS are accredited by the Northwest Commission on Colleges and Universities and governed by the Washington State Board of Community and Technical Colleges.

About the Travel Coordinator - Fiscal Specialist 2

Under general direction of the Expense Accounting Supervisor, the Travel Coordinator (Fiscal Specialist 2) is a member of the Payments and Expense Reimbursement Team in the District Business Office.

The Travel Coordinator uses independent judgment to process transactions and to provide fiscal support for travel administration. This position provides backup and support to the P-Card (Purchasing Card) program; Accounts Payable; and other student cashiering transactions. This position ensures compliance with Federal, State, and District rules and procedures in processing fiscal transactions.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Coordinate districtwide fiscal support for travel related expenses and reimbursements. *
  • Analyze, audit and review all completed Travel Prior Approval Forms (TPAs). *
  • Process travel reimbursements, travel advance requests, cash advances, and vicinity mileage requests for faculty/staff travel reimbursement. *
  • Review and interpret district, Washington State Office of Financial Management (OFM) and federal fiscal travel policies. Ensure compliance with OFM and District rules and regulations. Analyze travel regulations and provide advice and assistance to travelers. *
  • Ensure travel expenditures are properly charged to authorized budgets in accordance with approved TPAs. *
  • Analyze and review expenditure coding on payment invoice vouchers, ensuring the appropriate tax treatment of travel related reimbursements. *
  • Ensure travel reimbursement rates comply with State and Federal regulations and ensure timely updates to travel-related systems. *
  • Perform regular reviews and audits of outstanding payment and reimbursement documents. *
  • Maintain and process travel expense records and take corrective action to resolve problems. Ensure travel files are complete and meet audit requirements. *
  • Recommend changes and update travel procedures, including development of forms and procedures. Communicate changes in procedures to faculty and staff, as necessary. *
  • Provide recommendations for computerized travel system development and improvement. *
  • Audit travel related P-Card transactions to include adherence to CCS/State travel policies, allowability of expenses, correct sales/use tax calculations, and verification of supporting documentation (e.g., detailed receipts). *
  • Develop training materials to explain complex requirements and conduct training seminars for employees. *
  • Serve as a subject matter expert (SME) for the travel module of the ctcLink Enterprise Reporting System. *
  • Maintain/monitor/disseminate information regarding state travel contracts to faculty/staff. *
  • Assist other Business Office departments with fiscal related tasks as needed. Provide backup to the supervisor as needed. *

  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *

MINIMUM QUALIFICATIONS

  • Two years of full-time equivalent experience as a Fiscal Specialist 1 and 15 quarter or 10 semester credits of college level accounting. OR,
  • Equivalent education/experience.

DESIRED QUALIFICATIONS

  • Experience using accounting-related software.
  • Knowledge of travel accounting and related transactions.
  • Knowledge of general P-Card procedures.
  • Ability to use computer software in an office environment with an emphasis on using web applications.
  • Travel industry and/or travel accounting experience.
  • Experience with ctcLink (PeopleSoft), or other similar, Enterprise Reporting System (ERP).
  • Experience in higher education or government environment.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Knowledge of local, state, and federal travel laws and regulations.

PHYSICAL REQUIREMENTS

  • Work involves constant interruptions and requirement to answer on demand questions by phone, in person, or electronically.

CONDITIONS OF EMPLOYMENT 

  • Full-time schedule (12 months, 40 hours a week).
  • Position is eligible for overtime.
  • 6-month probation period.
  • Criminal background check is required.
  • This position is covered under a collective bargaining agreement. Membership is optional.

Medical, dental, life and long term disability insurance benefits are provided as currently administered under Public Employees Benefits Board; WA State Retirement Plan; vacation and sick leave begin to accrue at the rate of one (1) day per month, upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.) This position is designated a bargaining unit position and union membership is not a condition of employment. Leave accruals and usage are governed by the WFSE collective bargaining agreement.
