The salary range represents the earning potential for this position, through training, evaluations and years spent working in this position with CCS.

About Us 

We are a community college district comprised of two accredited colleges, Spokane Community College (SCC) and Spokane Falls Community College (SFCC). In addition to serving a large urban and suburban population in greater Spokane, the district provides educational services to rural communities throughout a 12,302 square-mile region in Eastern Washington. This region includes all of Spokane, Stevens, Whitman, Ferry, and Pend Oreille Counties, as well as portions of Lincoln County.

Both colleges of CCS are accredited by the Northwest Commission on Colleges and Universities and governed by the Washington State Board of Community and Technical Colleges.

About the Treasury Accounting Manager

JOB SUMMARY

Reporting to the Community Colleges of Spokane (CCS) District Director of Financial Services, this role supervises the daily operations of the treasury management and accounts receivable department. The Treasury Accounting Manager is responsible for overseeing accounting functions with a primary focus on treasury(cash) management, accounts receivable, daily general ledger journal review and approval, subsequent reconciliation and assistance with financial reporting. All activities must comply with state and federal laws, Washington Administrative Code, District Policies and Procedures and Generally Accepted Accounting Principles (GAAP).

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Responsible for all aspects of general ledger accounting ensuring accounting functions comply with Federal and State laws, Washington Administrative Code, CCS policies and procedures and Generally Accepted Accounting Principles (GAAP). *
  • Responsible for oversight of treasury management function, analysis and reconciliation of monthly and annual bank statements. *
  • Responsible for the accurate recording, and reconciliation of monthly and annual investment statements to investment transactions and balances in the general ledger. *
  • Responsible for oversight of balance sheet analysis and reconciliation of monthly and annual reconciliations. *
  • Responsible for monthly Sales and Use Tax reconciliation, preparation, and filing. *
  • Oversee and monitor fiscal recordkeeping systems, databases, and spreadsheets; review fiscal records; troubleshoot errors; and recommend corrective action. *
  • Oversee unclaimed property procedures according to Washington State law. *
  • Analyze financial information and prepare financial reports for the Chief Financial Officer and District Director of Financial Services, ensuring adherence to professional standards. *
  • Review fiscal transactions and verify fiscal reports for accuracy; investigate and correct errors to ensure compliance with established state, federal and GAAP standards. *
  • Interpret fiscal policies and procedures; assist in the monitoring and review of computer input/output; recommend improvements for development and maintenance of computerized financial management and reporting systems. *
  • Responsible for appropriate controls and procedures related to check and electronic cash disbursements and treasury management. *
  • Responsible for internal management reporting and analysis to meet internal and external financial statement reporting requirements; ensure proper accounting techniques and controls are used. *
  • Supervise (train, schedule, evaluate, discipline and respond to grievances) classified and part-time hourly employees. Adhere to classified contracts and all district rules and regulations ensuring efficient operations of assigned accounting functions. *
  • Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively. *
  • Establish internal processing procedures, standards, and set priorities to ensure accurate, efficient and on-time delivery of quality services. Communicate effectively, orally and in writing; accurately perform complex calculations. *
  • Represent the college at professional meetings and serve as a departmental liaison to community organizations and other public agencies, as requested.
  • Model professional decorum and mutual respect in all personal interactions. *
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *

MINIMUM QUALIFICATIONS

  • Bachelor’s degree or higher in Accounting, Business, or related field from an accredited institution. Or an equivalent mix of education and related experience that demonstrates the candidate meets all competency requirements for this position.
  • Two years increasingly responsible experience as a professional accountant or financial analyst, including experience and supervision of accounting staff.
  • Knowledge of principles and procedures of governmental accounting; GAAP; auditing principles, procedures and practices; financial records and reports; recognized methods used in effecting internal controls; and methods of accounting systems design.
  • Ability to demonstrate high skill levels in automated spreadsheets and other tools for accounting, financial analysis and reporting, and to analyze complex financial and statistical data and determine their significance.
  • Ability to extract data from complex accounting, reporting and other systems and use automated spreadsheets and other tools for financial analysis.
  • Ability to understand, interpret and apply complex Federal and State Accounting and Financial Reporting Laws, Rules and Regulations.
  • Ability to supervise a diverse workforce.
  • Ability to monitor and evaluate fiscal and/or accounting activities and internal controls.
  • Ability to direct the development of controls and procedures for fiscal programs.
  • Ability to prepare comprehensive reports and recommendations.

DESIRED QUALIFICATIONS

  • Certification as a Public Accountant (CPA), Government Financial Manager (CGFM) or Management Accountant (CMA).
  • Experience in a State of Washington college, university or public agency, including knowledge of the State of Washington accounting policies, procedures, and regulations.
  • Demonstrated knowledge of governmental (fund) accounting.
  • Demonstrated experience supervising in a unionized workforce environment.
  • Management experience of large and complex accounting systems.

PHYSICAL REQUIREMENTS

  • Work is performed in a normal, temperature-controlled office environment.
  • Work is sedentary in nature.
  • Frequent use of computer and exposure to terminal screens.
  • Visual focus and strain.
  • Work involves constant interruptions and requirement to answer on demand questions by phone, in person, or electronically.
  • Frequent repetitive hand/wrist motions and finger manipulation.

CONDITIONS OF EMPLOYMENT

  • Contract 12-month position.
  • Position is exempt from Fair Labor Standards Act (FLSA).
  • Requires local or regional travel.
  • Criminal background check is required.

Benefits Information

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan or WA State Retirement Plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of 8 hours per month, effective upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.)
